4th floor upper garage – Half Lane & Two-Way Traffic Coming Soon – Get Ready!
You will know when you see traffic cones blocking half lane through the open 4th floor parking garage.

This is a significant change to traffic flow within the garage that requires your attention and cooperation to ensure everyone’s safety and proper flow. If you park in the covered 4th floor garage, you will be partially affected by these logistics. There may be increased traffic and stopped cars waiting at the bottom of the ramp. You will need to be extra patient!
Please take a moment to carefully read through this information since it does affect you directly or indirectly. Your attention is crucial to ensure all instructions are followed accurately and no important information is overlooked.
HALF-LANE DRIVING: For most of the remainder of the waterproofing project, traffic in the open 4th parking area will be limited to a single lane shared by vehicles traveling in both directions, including on the ramps.
To help navigate the most critical section, which is the ramp between the 4th floor and the upper open 4th floor parking garage, we installed a CCTV camera that you can access anytime. You can see the live view of this camera at:
You can also use the QR code below to access this link. This QR code is also posted in the parking column by the STOP lane in the 4th garage right before the ramp.
Here are the steps you should take:
1- Stop at the red STOP bar.
2- Aim your phone camera to the QR code to get direct access to the camera with a full view of the ramp and upper 4th floor garage
3- Look for any oncoming cars to determine if you can proceed or should wait for upcoming traffic. Exercise extreme caution. If there is a vehicle coming that has already passed halfway through the upper 4th floor garage, then you should wait for them.
4- Once you are ready to proceed, follow the temporary orange lanes to guide you to make a wide turn into the half lane.
5- There will be empty stalls available to pull in should you need to allow another car to pass. You can utilize any available stall to do this.
CRITICAL AREAS – Be prepared for cars in front of you to reverse or to yield to allow oncoming traffic to pass.
GREEN- The ramp transition between the 4th floor covered parking and the upper open parking areas. Please use the QR to access the CCTV camera there to help you to navigate this section.
BLUE- The ramp transition between the upper open 4th floor parking garage to the 5th floor.
Here are some vital safety guidelines for all drivers:
• Speed Limit: PLEASE ALWAYS RESPECT the 5 MPH speed limit, especially when driving in a single lane.
• Traffic Control: From time to time, we will have traffic control staff managing the right-of-way. Please always follow their directions. If there is no traffic control, please exercise patience and courtesy.
• Potential Delays: You may experience slight delays when navigating the 5th & 4th floors of the parking garage due to increased caution required and possible reversing and waiting for oncoming vehicles to pass.
• Yield When Necessary: Be courteous to oncoming traffic, yielding as needed to ensure smooth flow and avoid congestion. There will be empty stalls reserved to pull in to allow for traffic to pass. You can always use another available stall as needed.
• Reversing: If it is necessary to reverse, please be extremely careful and cautious since there may be other vehicles or pillars, etc. behind you.
• Stay Alert: Pay close attention to oncoming traffic, posted signs, and your surroundings. Utilize the mirrors and CCTV, and always watch for pedestrians.
• Plan Ahead: Allow extra time for entering or exiting the garage, especially during peak hours.
• No Distractions: Avoid using mobile devices or engaging in any activity that could divert your attention while driving.
• Rush Hours: The peak hours for exiting/leaving the garage are approximately 6am to 9am. The peak hours for entering/returning are 4pm to 7pm. Whenever possible, schedule your entry/exit outside of high-traffic times to reduce stress and wait times. It is also best to avoid going against traffic during these times.
